Lepik & Luhaäär LAWIN advised the City of Tallinn on the largest construction project of municipal dwellings
Lepik & Luhaäär LAWIN in cooperation with Pricewaterhouse Coopers advised the City Government of Tallinn on one of the largest PPP projects, as a result of which over 600 municipal apartments were constructed in Loopealse urban region, one of the most important areas of municipal dwelling construction. Private sector was involved in the project in order to speed up achieving the purposes established within framework of municipal construction programme of the City and to reduce at the same time the burden on the city budget. Pursuant to the contract entered into with the City of Tallinn, the apartment buildings were constructed in the area by the winner of the tender organised in 2005 with preliminary negotiations. Thereafter the mentioned winner leased these buildings to the City in order to accommodate so-called obligatory lessees and the other persons in need of municipal dwelling space. Lepik & Luhaäär LAWIN was responsible for management of legal side of the whole project, advising the City Government of Tallinn on the following: 1) development of project structure (including execution of market researches and introdusing the project to the financiers) 2) preparation of contracts and competition terms; 3) carrying out the competition and negotiations with the tenderers; 4) preparation of final contractual terms. The City of Tallinn is a long term client of Lepik & Luhaäär LAWIN. We have advised the City Government of Tallinn also in other major partnership projects of public and private sector, including the reconstruction project of the schools of the City of Tallinn.
